The cheapest way to get licensed

The floor is lower than most people assume, and the biggest saving is not a discount code — it is choosing the right tier and not failing the exam.

What the entry tier actually costs

Every major provider’s cheapest package satisfies the state’s education requirement in full. The state sets the hours and the exam; the tier above entry buys practice questions and support, not compliance.

Provider California Texas
Colibri $99 $299
AceableAgent $199 $449
Kaplan $399 $499

Entry-tier pre-licensing prices verified from each provider’s own site, September 2026. Prices are state-specific and promotional.

Note the shape of that table. The gap between the cheapest and dearest provider within a state is large, but the gap for one provider between states is larger still — Colibri is three times the price in Texas than California, because Texas mandates 180 hours against California’s 135. You are paying for hours the state requires, not for quality.

Add the state’s own fees

The course is only part of it, and in some states it is the smaller part. Washington charges $210 for the exam and $233 for the license — over $490 to the state before any course. Michigan charges $79 and $88. Neither figure has anything to do with which provider you pick.

Where people actually waste money

Failing the exam

The retake fee is modest but the delay is not. In Texas, three failures force you back into 30 more hours of education — 60 if you failed both portions — plus a week for the paperwork. In North Carolina every attempt costs a fresh $105 application fee.

Buying a course not approved in your state

Approval is state by state and the money is unrecoverable. Check the provider's state list before the checkout, not after.

Paying for a guarantee that does not apply

Colibri's money-back guarantee is void by law in Florida, Michigan, New Jersey and Tennessee. Kaplan's refunds nothing at all. If a guarantee is why you are buying the higher tier, read its terms first.

Rescheduling late

Move the exam inside the notice period and you generally forfeit the fee. California charges $40 to reschedule at all.

On discount codes

Treat them with suspicion. Colibri was advertising 40% off with no stated expiry, under two different codes on different pages of its own site. AceableAgent runs a countdown timer tied to a milestone promotion that appeared to reset rather than expire when we checked it twice in one day. These are not limited-time offers in any meaningful sense — compare the actual checkout price rather than the discount.

Common questions

Is there a free route?

Not for pre-licensing. The state requires approved education and approved providers charge for it. Free practice questions are widely available for exam prep, which is the optional part.

Does the cheapest course hurt my chances?

Not obviously. Colibri’s Texas first-attempt pass rate is 56.7% against a state average of 56.1%, and it is the cheapest of the three verified providers there. Price and outcome are not tightly linked in this market.

Should I buy exam prep separately?

Only if your course does not include it. Buying a bundled higher tier is usually cheaper than buying pre-licensing and standalone exam prep separately — and remember Colibri’s exam prep is CompuCram, so buying both is buying the same thing twice.
